BAH vs. the Real Cost of Owning: 26 Pensacola-Area ZIP Codes, Ranked

We took the July 2026 Zillow typical home value for every major ZIP code in the Pensacola and Fort Walton Beach military housing areas, ran each one through the same VA zero-down cost model our BAH calculator uses, and compared the result to every pay grade's 2026 allowance. The short version: the Pensacola-side allowance no longer buys the typical home almost anywhere, and the Eglin-side allowance still buys it almost everywhere. The table: every ZIP, ranked by monthly cost

"Covered at" shows the lowest enlisted and officer grades whose 2026 with-dependents BAH meets or beats the typical home's modeled monthly cost, for each Military Housing Area. "No grade" means the cost exceeds every grade on that MHA's table.

How to read this honestly

Two things this table is not. It is not a "you cannot buy here" map: the typical value is Zillow's middle band for each ZIP, and real buyers routinely purchase below it, buy townhomes and condos, bring a second income, or assume a seller's low-rate VA loan, all of which beat the modeled number. And it is not a rent guide: BAH is calibrated to rents, and the renting-on-BAH picture looks considerably friendlier than this one.

What it is: an apples-to-apples answer to the question every PCSing family actually asks, which is whether the allowance covers the house everyone else seems to be buying. Both "Covered at" columns are shown for every ZIP because BAH follows your duty station, not your address: Milton is simultaneously an E-9 stretch for a NAS Pensacola sailor and an E-1 layup for a Hurlburt airman.

What it means if you are the one PCSing

If you are FL064 and E-6 or below, walk in knowing the typical home in most ZIPs is above your allowance alone: the workable plays are the west side and north Pensacola ZIPs at the top of the table, below-typical homes anywhere, the BAH-to-mortgage math run before you fall for a listing, or renting first on purpose. If you are FL023, your allowance is the strongest housing instrument on the Panhandle: Crestview and Milton price like the table's top half while your rates come from its bottom half, which is the whole thesis of the Crestview value play. Either way, the first move is the same 15 minutes it always is: rank, orders, report date, and the math comes back the same day.

Frequently Asked Questions

Is BAH actually supposed to cover a whole mortgage?

No. BAH is calibrated to rental costs for a grade's anchor housing profile, not to ownership of the typical home. That is exactly why this comparison is worth publishing: service members use BAH as their de facto housing budget anyway, and the gap between that budget and the typical home's ownership cost is the number families actually feel.

Can an E-5 still buy a house in Pensacola?

Yes, and they do every month. This study measures the TYPICAL home in each ZIP (Zillow's 35th to 65th percentile band). Buying below the typical home, choosing a townhome or condo, buying on the west side, adding a working spouse's income, or assuming a low-rate VA loan all change the math. What the study shows is that the typical-home-on-BAH-alone path has narrowed to essentially one ZIP on Pensacola-side rates.

Does my BAH change based on the ZIP where I buy?

No. BAH follows your duty station's Military Housing Area, not your home address. A Hurlburt Field member draws FL023 rates even living in Navarre or Milton, and a NAS Pensacola member draws FL064 rates even living in Pace. That duty-station rule is why the same house can be easily affordable to one neighbor and out of reach to another at the same rank.

Where does the data come from and how often is it refreshed?

Home values are the Zillow Home Value Index (ZHVI) for single-family homes and condos, smoothed and seasonally adjusted, July 2026 vintage, published in Zillow's free public research data. BAH rates are the 2026 DoD-published tables for MHA FL064 and FL023. We refresh the study quarterly and re-baseline it every January when new BAH rates drop.
