Who chooses Navarre, by duty station
Navarre is the unincorporated Santa Rosa County town on US-98 between Gulf Breeze and the Okaloosa County line, with Navarre Beach across the causeway on Santa Rosa Island. Three assignments put it on a shortlist, and they do not share a commute. Hurlburt Field and Eglin AFB households drive east on US-98 and draw the higher FL056 allowance while buying or renting on Santa Rosa County prices. NAS Pensacola and Corry Station households drive west across the bay, usually because a spouse works toward Fort Walton Beach or the family wants the Navarre school cluster. NAS Whiting Field households take SR-87 north through Milton. The gate you will actually use decides whether Navarre is a 20-minute town or an hour-long one, so the commute table comes first.

What the table does not say is that any grade is approved for any Navarre price. This site's July 2026 comparison puts a 2,400 square foot four-bedroom in East Bay or Holley at $450,000 to $525,000, about 15 to 25 percent less per square foot than comparable Gulf Breeze inventory, and the civilian Navarre guide puts entry-level single-family homes in the mid-to-high $200,000s. Start with actual household income, debts, reserves and a comfortable monthly ceiling, then add principal and interest, the buyer-based property tax estimate, homeowners and wind insurance, flood coverage where required, association dues, maintenance and utilities. The BAH to mortgage guide runs the arithmetic and the ownership calculator holds the inputs; the lender's preapproval, not the allowance, sets the ceiling.
Holley by the Sea, Biscayne Pointe, East Bay and the beach
Navarre divides at US-98 and again at the causeway, and the flood map follows those lines: the civilian Navarre guide records most parcels north of US-98 as FEMA Zone X, and the sound side and Navarre Beach as AE and VE. The neighborhoods below are the ones Hurlburt and NAS Pensacola buyers ask about most; every one is a parcel-by-parcel question on flood zone, insurance and documents.
- Holley by the Sea. The association's own site (read September 23, 2026) describes a community of over 4,700 lots with a 48-acre recreation center and an office at 6845 Navarre Parkway, and calls itself the second-largest homeowners association in Florida; dues are set annually and the office quotes the current year. Rent or buy for a three-year tour
A Hurlburt tour does not by itself make buying in Navarre the better choice. Compare an actual lease offer (rent, deposits, fees, insurance, utilities) with the full purchase picture (cash to close, complete monthly ownership costs, and the cost of selling or holding at the next PCS), then test an earlier-departure scenario with selling costs and a lower-price case.
