Three groups keep crossing the line. First, NAS Pensacola and Corry Station families who want a house in Lillian, Elberta or Foley and accept a longer drive for the price and the lot. Second, retirees and reservists who want Gulf Shores or Orange Beach as the last move, close enough to the Pensacola installations for the commissary, the hospital and the airfield. Third, investors and second-home buyers who plan to rent, where the Alabama rules on assessment class and homestead matter more than anywhere else on this page.

Two planning notes. The West Gate on Blue Angel Parkway is the natural entrance from the west, and per the official Navy visitor page as of August 2026 it runs 4:45 a.m. to 6 p.m. on weekdays; after 6 p.m. the trip continues to the 24-hour Main Gate. And a routed time from a town center says nothing about the specific house: record the exact address, the authorized gate, the departure window and both directions, then drive it once at your reporting time. BAH reality: the rate follows the duty station, not the house
Basic Allowance for Housing is set by the military housing area of your duty station. An NAS Pensacola or Corry Station family living in Gulf Shores, Foley or Lillian draws the Pensacola rate, FL064, not an Alabama rate. BAH is one income input. It does not establish an affordable purchase price or a loan approval. Start with actual household income, debts, reserves and a comfortable monthly ceiling, then add principal and interest, Alabama buyer-based property tax, homeowners and wind coverage, flood coverage where required, association charges, maintenance and utilities. VA loans on the Alabama coast: the condo rule comes first
The VA purchase loan works the same way in Alabama as in Florida: the home must be your primary residence and the lender determines qualification, entitlement, allowable costs and approval. The Alabama coast adds one filter that decides many Gulf Shores and Orange Beach searches before they start. A condominium unit is eligible for a VA guaranty only if the whole project is VA-approved. You can check any project yourself in the VA's condo report tool before writing an offer; buildings that operate like hotels are often not listed, and if a project is not approved your lender can explain the approval process or a conventional fallback. Alabama ownership differences: property tax, homestead and disability exemptions
These are the published rules from the Alabama Department of Revenue and the Baldwin County Revenue Commission, read September 23, 2026. They are a summary, not tax advice; apply them to your own facts with the county office.
How the tax is computed
- Classification. Alabama assesses property by class. Class III, which the Department of Revenue defines as agricultural, forest and single-family owner-occupied residential property, is assessed at 10 percent of appraised value. The formula on the state page is: appraised value x property classification = assessed value. Utility property is Class I (30 percent), all other property is Class II (20 percent), and personal vehicles are Class IV (15 percent).
- Owner-occupied versus rental. Baldwin County states that a second home is eligible for a Class III designation but not for a homestead exemption, and that Class III property is assessed at 10 percent unlike rental property, which is considered income producing and carries a 20 percent assessment rate. If you plan to rent the home after a later PCS, that reclassification belongs in your budget.
- The 7 percent cap. Under Act 2024-344, the state caps the annual increase in taxable assessed value of Class II and Class III property at 7 percent, with a base year of October 1, 2024, for collections beginning October 1, 2025, continuing through the fiscal year beginning October 1, 2027. Exceptions include property that changed ownership, property never previously assessed, additions or significant improvements, and property in a tax increment district. A purchase is a change of ownership, so the cap does not carry the seller's history to you.
- Due dates. Baldwin County property taxes are due October 1 of each year and delinquent after December 31; penalties and interest accrue after that date. If your taxes are paid through your mortgage company, the county says it is the owner's responsibility to confirm that the payment was made.
Homestead exemptions
- State definition. A homestead is a single-family owner-occupied dwelling and the land thereto, not exceeding 160 acres, and the owner must occupy it as the primary residence on the first day of the tax year for which they are applying. The state's standard exemption (H-1) for owners under 65 who are not disabled is a $4,000 assessed-value limitation with no income test; the state page says to visit your local county office to apply.
- Baldwin County H-1. Available on the primary residence only, and an applicant cannot hold a homestead exemption on another home anywhere else. The homestead must be occupied by the person whose name is on the deed, who must live in the house on October 1 of the year claimed, and the claim is filed once, before December 31 of the year purchased. The county requires a copy of an Alabama driver's license and lists the reduction in taxes at up to $45.00.
- Age 65 and over. The state exempts qualifying owners 65 and over with no maximum assessed value on up to 160 acres. Baldwin County's H-2, H-3 and H-4 categories for owners over 65 are keyed to adjusted gross or taxable income of $12,000 on the most recent return; H-2 and H-3 must be validated annually by signature.
- Disability. The state exempts owners who are permanently and totally disabled, at any age, with no maximum assessed value on up to 160 acres. Baldwin County's H-3 category also applies to taxpayers retired due to permanent and total disability regardless of age and is described as totally exempted from all taxes. The county's disability exemption requires a physician's affidavit or at least two medical documents, or a copy of the original award letter from Social Security or the Veterans Administration, stating the month and year the disability began, validated annually by signature. A partial blind exemption requires one letter from a licensed ophthalmologist or optometrist stating vision of 20/200 or less in the better eye with correction.
Two practical points for a military household. The Alabama driver's license copy that Baldwin County lists for the H-1 claim is a document requirement you should raise with the Revenue Commission before closing if you hold another state's license under the Servicemembers Civil Relief Act. And the Florida rules you may know from a Pensacola home (the Florida homestead exemption, Save Our Homes, the Florida disabled-veteran discounts) do not cross the line; the Florida homestead guide and the Florida VA disability tax guide apply only to Florida property.

Insurance and flood: price them before the offer
No figure on this page stands in for a quote. Coastal Baldwin County homes and condos need homeowners, wind and, where the lender or the map requires it, flood coverage priced on the actual property before the contract deadlines. Ask for the roof age and any wind-mitigation documentation, the flood zone and an elevation certificate if one exists, and, for a condo, the association's master policy, reserves and assessments. Flooding can occur outside mapped high-risk zones and most homeowners policies exclude it; the National Flood Insurance Program explains the distinction. What changes at the state line
- The contract and the closing. Alabama purchase contracts, disclosure forms and closing practices are not Florida's. Writing an offer on Alabama property takes an Alabama real estate license, which is why the second license matters, and the title and closing arrangements follow Alabama practice.
- The tax bill. Class III assessment at 10 percent, the county homestead claim by December 31 of the purchase year, and an October 1 due date, as set out above.
- The schools. City systems in Gulf Shores and Orange Beach; Baldwin County Public Schools elsewhere.
- The commute. One or two bridges, a state line, and a West Gate that closes at 6 p.m. on weekdays.
- What does not change. Your BAH, your VA eligibility, and the need for an independent inspection and property-specific insurance quotes.
