Quick answer, as of October 2026
As of October 22, 2026, a permanent reassignment from NAS Pensacola to Hurlburt or Eglin normally counts as a PCS; confirm the coding on your orders. Unless a Chapter 26 exception applies, your BAH for the new duty station starts on the day you report there. For an E-5 with dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $2,433) is $570 a month more than at NAS Pensacola (FL064, $1,863).

Key takeaways
- PCA is service vocabulary, not a JTR term: in the Air Force and the Navy it means a reassignment that does not change your permanent duty station, and NAS Pensacola to Hurlburt or Eglin does change it, so that move is a PCS, possibly a low-cost one.
- BAH follows the duty station ZIP, not the house: the new rate starts on the reporting day, the old rate continues only from detachment to reporting while you commute from the same home, and keeping it afterward takes a request and a Secretarial Process finding.
- For an E-5 with dependents the 2026 gap between FL064 and FL056 is $570 a month, or $6,840 over twelve months; the direction of the move decides whether that is a gain or a loss.
- A short-distance household goods move needs Secretarial Process approval as mission essential, DLA is not authorized when you do not relocate the household, and an Air Force low-cost PCS cannot be converted after the fact.
- Read the gaining ZIP, the cost code and the household goods line on the orders, then get counseling from the MPF or your command and the finance office before you list, lease or sign anything.
Orders between NAS Pensacola and Hurlburt Field or Eglin AFB raise a question the regulations answer in a roundabout way: is this a PCA or a PCS? The label matters because it decides which housing area sets your BAH, whether the government moves your household goods, and whether keeping the house you already own or rent still makes sense.
This guide reads the controlling texts side by side: the Joint Travel Regulations, the DoD Financial Management Regulation chapter on housing allowances, the Air Force assignment instruction and the Navy's PCA article. It covers Air Force and Navy members; Army and Marine Corps definitions were not read from a primary source. The PCS guide owns the wider move timeline.
Is Pensacola to Hurlburt Field or Eglin AFB a PCA or a PCS?
A permanent reassignment from NAS Pensacola to Hurlburt Field or Eglin AFB normally changes the permanent duty station and is treated as a PCS, possibly a low-cost PCS if you keep your house. Different housing areas alone do not decide PCS status. No official source reviewed gives a determination for this installation pair, so confirm the duty station and coding with your assignment office; your orders control.
The Joint Travel Regulations define a PCS as the permanent assignment, detail or transfer of a service member to a different permanent duty station. PCA is not a term the Joint Travel Regulations define; it comes from each service's assignment rules. The Air Force PCA without PCS and Navy PCA discussed here leave the permanent duty station unchanged.
For travel purposes, a duty station's area ends at the city limits, or, where the base is not inside an incorporated city, at the boundary of the station itself. This review did not verify official incorporated-boundary maps for these installations; confirm the duty station identified on your orders. Eglin and Hurlburt are both in FL056, so orders between those two do not change the housing area.
How the Air Force and the Navy each define PCA
- Air Force definition. In the Air Force, a PCA without PCS is a permanent reassignment to another organization with no change of permanent duty station; a move between duty locations is normally a PCS unless both are inside the corporate limits of the same city or town.
- Air Force allowances. Air Force policy says PCS allowances accrue whenever you are assigned between duty stations that are not inside the same city limits, or between stations or reservations with defined boundaries, and that this depends on where the duty stations are, not where you live.
- Navy definition. In the Navy, PCA means permanent change of activity: a no-cost transfer from one unit identification code to another within the same permanent duty station, with no PCS entitlements. A change of duty station that costs $1,000 or less is a low-cost PCS, not a PCA. The article read is dated 2007; confirm with your command that it is still current.
- No mileage rule. The 50-mile distance test in the JTR applies to civilian employees, not to service members; there is no mileage shortcut for deciding whether a military move counts as a PCS.
In practice, a reassignment between two squadrons at Hurlburt is a PCA. A permanent reassignment from NAS Pensacola to Hurlburt or Eglin normally counts as a PCS, and if you intend to keep commuting from the same house, the Air Force may code it as a low-cost PCS. The NAS Pensacola versus Hurlburt Field page compares the two areas themselves.
| Orders | Permanent duty station | BAH after reporting | Household goods and DLA | How it is decided |
|---|---|---|---|---|
| PCA (Air Force: PCA without PCS; Navy: permanent change of activity) | Same station, for example two units on Hurlburt Field | No change; same housing area | None; no PCS allowances accrue | Assignment office; Air Force orders say no-cost and carry cost code M |
| Low-cost PCS (Air Force cost code V; Navy: a change of duty station costing $1,000 or less) | Changes, for example NAS Pensacola to Hurlburt Field while the household stays put | New station's rate from the reporting day unless a requested old-rate determination is approved | No household goods move, no DLA, no mileage or per diem under the Air Force rule | Approved in advance after your written certification; ask MPF about any later change |
| PCS with the household relocating | Changes | New station's rate from the reporting day | Short-distance move only through the Secretarial Process; DLA can come with an authorized move | Orders, the transportation office and the finance office |
What should you look for on the orders, and whom do you ask?
Start with the remarks block and the cost code, because they are set before the move and are hard to change afterward. The Air Force can approve a low-cost PCS between nearby duty stations only in advance, after you certify in writing that you will not move your household; under it there is no household goods move, no DLA and no mileage or per diem, and approval must precede the move.
An Air Force no-cost move carries no PCS allowances and covers moves between units on the same base or between bases inside the same city limits; the orders say "This is a No-Cost Move" and use cost code M. Air Force policy tells members to ask for counseling on their specific circumstances and JTR allowances before making any commitments on a move between nearby duty stations.
- Read the gaining duty station and its ZIP code on the orders. That ZIP decides the housing area: 32508 is FL064 and 32544 or 32542 is FL056.
- Check the cost coding before the orders are final: PCS, low-cost (Air Force code V) or no-cost (code M), and whether household goods are authorized.
- Ask the MPF or assignment office (Air Force) or your command admin and detailer (Navy) for counseling on a low-cost request if you plan to keep the house, and get the answer before you certify anything.
- Confirm BAH dates with the servicing finance office. DTMO says the local finance office or your command is the first stop for entitlement questions, and that Air Force members must use the local finance office.
- Call the TMO before you move anything. For household goods questions, the Eglin Transportation Management Office is at 850-882-8331 and the Hurlburt Field TMO is at 850-884-6051.
- Get every answer in writing before you sign a lease, list the house or give notice to a landlord; the PCS checklist covers the rest of the paperwork.
What happens to your BAH when you keep the same house?
BAH is ordinarily paid based on your permanent duty station, not on where you live, so the same house can draw a different BAH after a PCS. Unless a Chapter 26 exception applies, your BAH for the new duty station starts on the day you report there. Ask the servicing finance office to confirm the date on your LES, because the orders and the reporting date, not your address, drive the change.
- Between detachment and reporting. On a PCS between nearby duty stations where you keep commuting from the same home, the old duty station's BAH continues from the day you detach until the day you report.
- After reporting. For a low-cost or no-cost PCS, you can request the old duty station's BAH after reporting if you are not authorized to move household goods and your service finds through the Secretarial Process that the new rate would be inequitable. Approval is not automatic. Each service sets its own request route, which this guide did not read, so ask finance before you detach.
- Rate protection at the same station. BAH rate protection stops your monthly BAH from dropping because local housing costs fell or because you were promoted, but it is tied to your eligibility in a given housing area.
- Rate protection across a PCS. According to DTMO, individual BAH rate protection continues only while your status stays the same and ends with a PCS, a reduction in paygrade or a change in dependency status; at the new duty station protection starts again from the new rate.
So an Airman or Sailor moving from Hurlburt Field to NAS Pensacola who keeps a Navarre home does not keep the FL056 rate by default. An old-rate request requires approval and can be denied; finance must check the applicable exception. Moving the other way, the FL056 rate ordinarily applies on the reporting day, subject to your orders and housing-allowance eligibility.
How much does 2026 BAH change between Pensacola (FL064) and Eglin or Hurlburt (FL056)?
In the official 2026 ZIP-to-housing-area file, NAS Pensacola (32508), Corry Station (32511) and the Milton ZIP for Whiting Field (32570) fall in Military Housing Area FL064, while Eglin AFB (32542) and Hurlburt Field (32544) fall in FL056. The duty station ZIP on your orders decides the area; the ZIPs Corry Station, Whiting Field and Duke Field print on orders were not confirmed from an installation source, so check yours.
For an E-5 with dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $2,433) is $570 a month more than at NAS Pensacola (FL064, $1,863). For an E-5 with dependents, moving from FL064 to FL056 raises BAH by about 31 percent ($570 on $1,863). The percentage is not the same for every grade, so read your own row rather than a headline figure.
The 2026 rates from the DoD archive, by grade and dependency status:
- E-5 with dependents: $1,863 a month in FL064 and $2,433 a month in FL056.
- E-6 with dependents: $2,235 a month in FL064 and $2,526 a month in FL056.
- O-3 with dependents: $2,271 a month in FL064 and $3,399 a month in FL056.
- E-5 without dependents: $1,644 a month in FL064 and $2,157 a month in FL056.
For an E-6 with dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $2,526) is $291 a month more than at NAS Pensacola (FL064, $2,235). For an O-3 with dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $3,399) is $1,128 a month more than at NAS Pensacola (FL064, $2,271). For an E-5 without dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $2,157) is $513 a month more than at NAS Pensacola (FL064, $1,644).
Read your grade on the 2026 BAH rates page and your actual entitlement on your LES; a BAH figure is not loan approval and not a home-price limit, and the BAH to mortgage guide turns it into a budget.
Do you get a household goods move or DLA between Pensacola and Hurlburt?
Usually not when the household stays where it is. The JTR does not authorize a household goods shipment when you are transferred between duty stations in close proximity, unless a short-distance move is authorized. Whether two stations count as being in proximity is a commute test, not a mileage figure, and the authorizing official applies it.
- Short-distance move. If the two duty stations are close enough that you could commute daily to either from home, the JTR allows a short-distance household goods move only through the Secretarial Process, when the move is mission essential and in the government's interest rather than for your convenience, and you must commute daily from the new home.
- DLA with an authorized move. If you are authorized a short-distance household goods move because of a PCS to a nearby duty station, you can be eligible for a dislocation allowance (DLA). The 2026 DLA amount comes from the DTMO table and is not quoted here.
- DLA without a move. If you keep your house and do not relocate your household, the JTR does not authorize a DLA for the PCS. A note in the same paragraph adds that relocating the household is not the same as shipping goods: a member who leaves dependents in place and moves to the new duty station with some belongings has relocated the household. Ask finance how your plan reads.
- What the texts did not settle. The JTR passages read did not settle TLE or PCS mileage and per diem for a fully funded PCS between nearby stations when the household stays put. The archived Air Force low-cost rule expressly bars mileage and per diem without household relocation; this review did not resolve TLE. Finance computes the real figure from your orders.

What does keeping the house and commuting look like for an E-5 family?
Take a hypothetical E-5 with dependents who owns a home near NAS Pensacola, is reassigned to Hurlburt Field during 2026, keeps the house and commutes. This is an illustration built from published rates, not a client or an actual transaction, and the finance office computes the real entitlement from the orders.
Pensacola to Hurlburt Field, keeping the house
From the reporting day the family draws the FL056 rate. For an E-5 with dependents, the 2026 BAH at Eglin or Hurlburt (FL056, $2,433) is $570 a month more than at NAS Pensacola (FL064, $1,863). Over 12 months, that $570 monthly gap for an E-5 with dependents adds up to $6,840 a year. The mortgage, taxes and insurance do not change, so the gap is new money set against a new commute.
MilitaryINSTALLATIONS describes Hurlburt Field as about 40 miles east of Pensacola (the same page also says 35) and Eglin AFB as about 60 miles east of Pensacola. Those are city-to-base figures, not gate to gate from your driveway, so price your own route: forty-plus miles each way, five days a week, is fuel, maintenance and time that no allowance reimburses.
For a NAS Pensacola family that owns a home in Pace or Milton and is reassigned to Hurlburt Field, the house does not move but the housing area does: the orders switch the duty ZIP from FL064 to FL056, so an E-5 with dependents draws $570 a month more from the reporting day while the mortgage stays the same. Under the archived Air Force low-cost rule, there is no household goods move, no DLA and no mileage; confirm other applicable allowances with finance.
Hurlburt Field to NAS Pensacola, keeping the same house
Reverse the orders and the same family loses $570 a month from the reporting day, because the FL064 rate applies and rate protection does not carry across a PCS. For a low-cost or no-cost PCS, you can request the old duty station's BAH after reporting if you are not authorized to move household goods and your service finds through the Secretarial Process that the new rate would be inequitable. Approval is not automatic.
- Inputs: the 2026 DoD BAH rates for FL064 and FL056, E-5 with dependents, and twelve months at 2026 rates.
- Excluded: commuting costs, any DLA, the 2027 rate change, and the mortgage, taxes and insurance, which the orders do not change.
- Downside: an Air Force low-cost certification means no household goods move, no DLA and no mileage even if you later need to move; an old-rate request in the reverse direction can be denied; and a commute that works in month one can stop working in month twelve.
Should you keep the house and commute, rent it out, or move closer?
It depends on the direction of the move, the real drive from your address and whether the house can carry itself as a rental. The orders fix the BAH; everything after that is your decision, and nothing here is a price, a rent or an approval.
- Keep it and commute. Strongest when the orders point toward FL056 and the drive is tolerable. A Navarre home sits much closer to Hurlburt Field than to NAS Pensacola, so for an owner moving from NAS Pensacola to Hurlburt Field the commute gets shorter while the BAH rises to the FL056 rate; the same house on orders from Hurlburt to NAS Pensacola takes on the long drive and drops to FL064. A Gulf Breeze home works the other way: it is close to NAS Pensacola, so orders east lengthen the drive even as the rate rises. The Navarre page and the Gulf Breeze versus Navarre comparison cover those commutes.
- Rent it out and move closer. Run the rental with vacancy, management, repairs, insurance, taxes and reserves, not just rent against the mortgage; the rent or sell on PCS orders guide and the rental management guide walk through it. Renting out a homesteaded house raises a tax question too; see the Florida homestead guide before you list it.
- Sell and buy near the new station. The selling on PCS orders guide covers timing, and the Hurlburt Field, Eglin AFB and NAS Pensacola base guides cover the gaining side.
- Rent near the new base first. If the commute or the market is unclear, the renting on BAH guide and the base housing waitlist guide buy time without a sale.
What is the downside, and what would change the answer?
The answer reverses on three things: the coding on the orders, the direction of the move and a denied request. Get counseling before making a housing commitment, and take any change in circumstances back to your assignment and finance offices.
- The orders say PCA when you expected a PCS. That is the normal coding for a unit change on the same installation, and it leaves your housing area and BAH alone. If it appears on orders between two installations, ask the MPF or PERS to explain the coding before you accept it.
- You certified low-cost, then needed to move. The archived Air Force rule requires low-cost approval in advance. A lease ending or a house selling does not itself authorize a household goods move; ask the MPF whether your orders can be amended before arranging a move.
- Your old-rate request is denied. On orders toward Pensacola, plan the budget at the FL064 rate and treat an approval as upside.
- The rate year turns. Every figure here is calendar 2026; the 2027 rates take effect January 1, 2027 and could narrow or widen the gap.

Frequently Asked Questions
Does Pensacola to Hurlburt Field count as a PCA or a PCS?
Normally a PCS, because a permanent transfer to a different permanent duty station is a PCS. The housing-area boundary alone does not decide the classification. No reviewed official source specifically determines this installation pair. The Air Force may approve a low-cost PCS in advance if your household will not relocate; the historical Navy article calls a change of duty station costing $1,000 or less a low-cost PCS. Confirm the duty station and cost coding with your assignment office.
Is there a 50-mile rule that makes a move a PCA instead of a PCS?
No. The 50-mile distance test in the JTR applies to civilian employees, not to service members; there is no mileage shortcut for deciding whether a military move counts as a PCS. For members, the JTR asks whether two duty stations are in proximity, meaning the same public transit area or a daily commute to either, and that test governs short-distance moves, not whether the duty station changed. A 50-mile figure describes the civilian rule.
Will I keep my Eglin BAH if I PCS to NAS Pensacola and keep my house?
Not by default. The FL064 rate applies from the day you report to NAS Pensacola, and rate protection ends with a PCS. For a low-cost or no-cost PCS, you can request the old duty station's BAH after reporting if you are not authorized to move household goods and your service finds through the Secretarial Process that the new rate would be inequitable. Approval is not automatic. Ask the finance office how to request it before you detach.
When does the new BAH start on a PCS between Pensacola and Hurlburt?
Unless a Chapter 26 exception applies, your BAH for the new duty station starts on the day you report there. On a PCS between nearby duty stations where you keep commuting from the same home, the old duty station's BAH continues from the day you detach until the day you report. Watch the first LES after reporting for the FL056 or FL064 rate for your grade and dependency status, and take any mismatch to the servicing finance office, which computes the actual entitlement.
Do I get DLA or a household goods move if I keep my house?
Usually no. If you keep your house and do not relocate your household, the JTR does not authorize a DLA for the PCS. Household goods between duty stations in close proximity are not authorized unless a short-distance move is approved through the Secretarial Process as mission essential, with a daily commute from the new home. A JTR note treats a member who leaves dependents in place and moves to the new station with some belongings as having relocated the household, so ask finance first.
Can the Air Force make my Pensacola to Hurlburt move a low-cost PCS?
Yes, if it is set up before the orders are approved. The Air Force can approve a low-cost PCS between nearby duty stations only in advance, after you certify in writing that you will not move your household; under it there is no household goods move, no DLA and no mileage or per diem, and approval must precede the move. The orders carry cost code V and a low-cost remark. Ask the MPF for counseling before you commit to anything.
Does BAH rate protection carry over to the new duty station?
No. According to DTMO, individual BAH rate protection continues only while your status stays the same and ends with a PCS, a reduction in paygrade or a change in dependency status; at the new duty station protection starts again from the new rate. Protection guards against a published decrease or a promotion at the same station in a later year. It does not preserve an Eglin rate after orders to Pensacola; ask finance whether an old-rate exception applies.
Are Corry Station, Whiting Field and Duke Field in the same BAH areas?
In the official 2026 ZIP-to-housing-area file, NAS Pensacola (32508), Corry Station (32511) and the Milton ZIP for Whiting Field (32570) fall in Military Housing Area FL064, while Eglin AFB (32542) and Hurlburt Field (32544) fall in FL056. The duty station ZIP printed on your orders is what finance uses, and the ZIPs those three smaller installations put on orders were not confirmed from an installation source for this guide, so check the figure on your LES against the rates page.
